The Civil Rights Office (CRO) of the Alaska Department of Transportation & Public Facilities (Alaska DOT&PF) invites you to participate in a Public Participation Consultation Meeting regarding the Federal Aviation Administration (FAA) Disadvantaged Business Enterprise (DBE) Goal Methodology for FFY 2026–2028, in accordance with 49 CFR Part 26.15(b)(1). This event offers stakeholders an opportunity to learn about the DBE goal-setting process, good faith efforts, compliance, and reporting requirements, while also providing a forum to discuss barriers to participation in federally funded projects, the impact of discrimination on DBE opportunities, and strategies for increasing inclusion across all firms. 

The meeting is especially aimed at engaging minority and women’s groups, community organizations, trade associations, concessionaires, and others with insights on the availability and participation of disadvantaged businesses. All interested parties are encouraged to attend and contribute to this important discussion.

Teaming up with Alaska APEX Accelerators, this orientation will provide you with invaluable insights into the resources, support systems, and opportunities tailored for certified DBE/ACDBEs. We encourage you to actively engage in the orientation session, connect with fellow DBE/ACDBEs, and leverage the wealth of resources at your disposal. This training is provided monthly for new DBEs, ACDBEs and those interested in the DBE program.

Each year, the Federal Highway Administration (FHWA) requires recipients of federal-aid highway funds to submit the Annual 1391/1392 Equal Employment Opportunity (EEO) Reports. Accurate and timely reporting is essential to ensure continued federal funding for Alaska DOT&PF’s future Federal-Aid Highway Construction projects.

What is the 1391 Form? Form 1391 collects workforce data from all contractors with active federal-aid construction contracts during the last full week of July. It focuses on employment statistics by race/ethnicity and gender.

What is the 1392 Report? The 1392 report compiles all submitted 1391 forms, providing FHWA with a snapshot of contractor employment and job opportunities across the industry.

Join us for an informative training session on the 50% DBE Reimbursement Program! This presentation will walk you through the reimbursement form, providing step-by-step guidance to ensure accurate completion and submission.
 
The 50% DBE Reimbursement Program is designed to empower and support DBE firms in fostering the growth of their businesses and enhancing competitiveness in the marketplace. This initiative approves reimbursement of 50% of the costs incurred for work-related expenses. The financial assistance is targeted at aiding DBEs in covering expenses associated with bidding or completing work on current projects.

This meeting will educate stakeholders on the ACDBE goal-setting process, good faith efforts, compliance, and reporting, while also providing a platform to discuss barriers to participation in federally funded projects, the impact of discrimination on DBE and ACDBE opportunities, and strategies to increase inclusion for all firms. The CRO seeks input from minority and women’s groups, community organizations, trade associations, concessionaires, and others with relevant insights into the availability of disadvantaged businesses. Participation is encouraged from all interested parties, particularly those familiar with the following primary airports: Kodiak Benny Benson (ADQ), King Salmon (AKN), Bethel (BET), Wiley Post–Will Rogers Memorial (BRW), Tom Madsen Unalaska (DUT), and Homer (HOM).
