Certification does not mean that a firm is in any way prequalified. Before awarding a contract, the AUCP strongly recommends that the contractors to consider the following:
Important note regarding Commercially Useful Function (CUF): Per DBE regulation 49 CFR 26.73 (a)(1), consideration of whether a firm performs CUF is NOT reviewed when making decision to certify firms as DBEs. Certification is based primarily on the disadvantaged owner proving that he/she can own and control a firm engaged in the primary activity it is being certified for.
