ACDBE Goals & Public Participation

The Alaska Department of Transportation & Public Facilities (Alaska DOT&PF) is required, as a recipient of federal funding from the Federal Aviation Administration (FAA), to establish Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) goals. These goals ensure the participation of DBE/ACDBEs in federally assisted projects, promoting equal opportunity and non-discrimination.

For FAA-funded projects, Alaska DOT&PF must establish two separate ACDBE goals for primary airports. These goals, include non-car rental and car rental concessions. These goals ensure that ACDBE participation is reported in airport concession opportunities. Following the criteria outlined in 49 CFR Part 23, the process for setting these goals includes:

  1. Market Area Definition: Identifying the relevant market area for concession opportunities.
  2. Base Figure Calculation: Determining the base figure for ACDBE availability in compliance with 49 CFR Part 23.47 and 23.49.
  3. Adjustments to the Base Figure: Assessing additional evidence to adjust the base figure as necessary.
  4. Race-Neutral Methods: Providing information for race-neutral methods like outreach and public participation.

By adhering to these goals, Alaska DOT&PF aims to promote fair competition, improve ACDBE participation, and ensure compliance with federal regulations.
