The Alaska Department of Transportation & Public Facilities (Alaska DOT&PF) is required, as a recipient of federal funding from the Federal Aviation Administration (FAA), to establish Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) goals. These goals ensure the participation of DBE/ACDBEs in federally assisted projects, promoting equal opportunity and non-discrimination.
For FAA-funded projects, Alaska DOT&PF must establish two separate ACDBE goals for primary airports. These goals, include non-car rental and car rental concessions. These goals ensure that ACDBE participation is reported in airport concession opportunities. Following the criteria outlined in 49 CFR Part 23, the process for setting these goals includes:
By adhering to these goals, Alaska DOT&PF aims to promote fair competition, improve ACDBE participation, and ensure compliance with federal regulations.
The purpose of this checklist is to provide a comprehensive list of airport concessions as defined by 49 CFR Part 23, encompassing various businesses that operate within airport premises and offer goods and services to the traveling public. This structured approach will assist in the accurate reporting and management of concessions, supporting the overall goal of maintaining exceptional service and operational efficiency at Alaska's primary airports.
