The DMV is mandated to administratively revoke the licenses of impaired drivers and underage drivers who drive after drinking. The intent of the administrative license revocations (ALR) is to identify problem drivers and remove them from the road; deter adult and underage citizens from driving while under the influence, and failing that, to discourage repeat offenses of DUI. Prompt ALR may be the most effective remedial action a state can take to address the problem of DUI.
