Q: Does this program require match?
A: This program will require a 9.03% match. EXAMPLE:
Project total: $112,000
Award $101,886.40
Match $10,113.60
Q: I have a new non-profit and I am interested in grooming trails in my area. How often do the trails have to be groomed?
A: There will be several factors here. If there is snow (some areas didn't get snow last season), how much funding the program has, how busy the trails in your area are, in general, we ask that the trails you apply for are groomed once a week. If your group can't groom the trails, DOT&PF will seek out other groups in the area that would be willing to maintain the trails.
Q: My business used to participate in this program in the past, what has changed?
A: To meet the requirements of our federal funding source, we are limiting applicants to this program as local non-profits, tribes or local governments.
Q: My non-profit does not have a Unique Entity Identifying (UEI) number from sam.gov. Does that mean we can't apply?
A: You are welcome to apply, but we will be unable to award any funds until your UEI is in place from www.sam.gov. There are instructions on how to apply on the website.
Q: How are equipment rates determined?
A: In Fiscal Year 25 (FY25) DOT&PF worked with each club to determine specific rates for each piece of equipment. From that data, we have developed standard rates for the most common pieces of equipment. They will be billed as follows:
100-200 HP Snowcat with blade and drag | $200 | hour |
201-400 HP Snowcat with blade 10'-12' and drag | $230 | hour |
400 HP Snowcat with blade 14' and larger with drag | $260 | hour |
401-600 HP Snowcat with blade and drag | $270 | hour |
snowmachine with drag | $80 | hour |
snowmachine | $55 | hour |
drag | $25 | |
blade | $20 | |
Local snowmachine rental | $55 | hour |
Local ATV rental | $55 | hour |
Other vehicles will have rates developed through EquipmentWatch or the State Equipment Calculator. Dragging with logs is not allowed. |
For equipment not listed here, your DOT&PF Program Manager will work with your club to determine specific rates using the federally recognized program called "EquipmentWatch", the state equipment fleet rates, or the equipment rate calculator.
Q: Does this program cover maintenance on our equipment?
A: General maintenance of the equipment is part of the equipment rate.
Maintenance within the Snowtrails program is permitted under specific conditions and requires preapproval from the program/project manager:
