Kodiak ADA Improvements, Segment 5, Rezanof Drive

Purpose & Need

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to provide a continuous accessible route along the north side of Rezanof Drive between Marine Way and Benny Benson Drive, a 2-mile-long corridor in the City of Kodiak. Currently, this stretch of Rezanof Drive includes narrow sidewalk widths, excessive cross slopes, and numerous curb ramps not compliant with standards required in the Americans with Disabilities Act (ADA).

Project Description

ADA improvements would be made to sidewalks, curb ramps, driveways, and street crossings of Kodiak Segment 5 of the Southcoast ADA audit, approximately 1.9 miles of Rezanof Drive, between milepoint (MP) 1.905 to 3.877.

Status

As of February 2026, the Rezanof Drive ADA Improvements project remains in the design phase and is proceeding on the current project schedule. Design work is expected to near completion in fall 2027. Upon completion of design, the project will be advertised for construction bids, with construction anticipated to begin in spring 2028. Construction is planned in two phases. Phase 1, scheduled to begin in 2028, encompasses Rezanof Drive from West Marine Way to Upper Mill Bay Road. Phase 2, anticipated to begin in 2029, would extend the work to Benny Benson Drive.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by FHWA and DOT&PF.

Government agencies sometimes need to acquire additional property rights for public projects. The Uniform Act (49 CFR Part 24) is used to assure equitable treatment to property owners and that just compensation is provided for any additional property rights. The Right of Way section will reach out directly to any property owners whose property, or a portion of property, is necessary for the construction of the project. The Right of Way Acquisitions Brochure explains the rights and benefits of property owners whose real property is to be acquired.

In order to certify federally-funded projects, all encroachments within the construction corridor will require removal or permitting (23 CFR Part 635.309(c)(1)). An encroachment is any unpermitted use of right-of-way for non-transportation purposes. Removal of private property from the state’s right-of-way is not compensable under state statutes. Removal of encroachments by the DOT&PF or their construction contractor may be billed to the contiguous owner. Advanced notifications of encroachments will be sent to the appropriate contiguous property owners.
