False Pass Airport Rehabilitation

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to rehabilitate the existing facilities at the False Pass Airport, in False Pass, Alaska. DOT&PF has informed the Federal Aviation Administration (FAA) Alaskan Region Airports Division of their intent to apply for federal funding assistance for the proposed project.

Purpose & Need

The purpose of the proposed project is to upgrade existing aviation facilities to meet current FAA standards and facilitate safe and reliable use of the False Pass Airport. The project is needed as airport surfaces are worn to the subbase, resulting in ponding and exposed cobble sized stones. Guardrail and road signs have exceeded their useful life along the airport access road. The culverts under the airport access road and runway show excessive rust and perforations, showing they have outlived their useful life. Existing airport signage is damaged or non-existent, segmented circle with wind cone and supplemental wind cone are beyond their useful lives or damaged. Round Top Valley Creek is eroding airport land and threatening the FAA building and the Runway Safety Area (RSA). On the south end of the runway, periodic flooding has been documented due to storm surge. Alders in the Runway Object Free Area (ROFA) have gotten too tall and are an obstruction.

Project Description

The proposed project would:

  • Resurface Runway 14/32, taxiway and apron
  • Resurface the airport access road and replace roadway guardrail and signage
  • Install or replace airfield signage as necessary
  • Add retro reflective markers to the movement area
  • Replace the supplemental wind cone (in-kind replacement)
  • Replace the segmented circle and wind cone (in-kind replacement and move segmented circle up to 10 feet outside ROFA)
  • Build new wind cone access road and the segmented circle pad
  • Install a new access road to the supplemental wind cone
  • Address bridge abutment and streambank erosion at crossing over Roundtop Valley Creek
  • Vegetation clearing within the ROFA
  • Implement drainage improvements (e.g., culvert repair, ditch reconditioning, rock armoring, etc.)
  • Rehabilitate RW 32 end and elevate the surface as required to reduce the risk of flooding
  • Replace airport and airport access road culverts and improve drainage ditches as necessary
  • Establish contractor staging area adjacent to the apron (2 acres)

Material is anticipated to be sourced from an existing, permitted site within the floodplain of Round Top Valley Creek. The project is anticipated to use approximately 16,500 cubic yards of Class I and II riprap and 13,600 tons of crushed aggregate surface course. A secondary, permitted material site has been identified within the floodplain of Ugaman Creek. Staging of materials and equipment would occur adjacent to the apron.

Status

The project is in the conceptional design phase. Comments are being accepted on the Public Involvement page.
