Welcome to the website for the AMATS: Ingra-Gambell Couplet Extension Reconnaissance Engineering Study! Please refer to this site for study information and documents.
The Alaska Department of Transportation and Public Facilities (DOT&PF) and Anchorage Area Metropolitan Area Solutions (AMATS), in partnership with the Federal Highway Administration (FHWA), has reviewed and identified alternatives that would extend Ingra and Gambell Streets (Ingra-Gambell Couplet) to Ship Creek Avenue or Whitney Road within the Municipality of Anchorage, as identified in the AMATS 2015–2018 Transportation Improvement Program (TIP).
Evaluate three access extensions from the Ingra-Gambell couplet to the Don Young Port of Alaska (POA). Alternatives should improve circulation between the National Highway System and POA, reduce congestion, enhance safety, and improve freight mobility in north Anchorage.
The intersection of Ocean Dock Road at the C Street ramps was previously studied in 2018 (AMATS: C Street/Ocean Dock Road Access Ramps Reconnaissance Engineering Study). This current study looks at a larger area of the Ocean Dock Road corridor from Whitney Road to Roger Graves Road within the Port of Alaska (POA).
The following alternatives were advanced to a 15-percent design level to evaluate geometric feasibility, constructability, multimodal integration, and planning-level cost estimates:

The Reconnaissance Engineering Study was finalized in September 2026 and can be viewed/downloaded on the Documents page.
The next step is to conduct the supplemental Port of Alaska (POA) Access Reconnaissance Engineering Study that expands the geographic scope of evaluated alternatives to include all major arterial connections to the POA, such as Minnesota Drive, the A-C Streets Couplet, Seward Highway, and Glenn Highway.
