AMATS: Old Seward Hwy Spur Pavement Preservation

Project Overview
The Old Seward Highway (OSH) Spur connects the OSH to Potter Valley Road and is primarily residential access for some lower hillside neighborhoods as well as a valued recreational area because of its proximity to Potter Marsh and Cook Inlet. This road is the remnant of the Seward Highway prior to the construction of the current alignment on the opposite side of Potter Marsh. Existing pavement conditions have deteriorated, and the State of Alaska Department of Transportation and Public Facilities (DOT&PF) is initiating this Preventive Maintenance project to extend the service life of the OSH Spur and reduce future maintenance costs. The existing pavement is nearing the end of its useful life with rutting, cracking, deterioration, and areas of localized settling. The key design features of this project may include:
- Resurfacing
- Structural section repairs
- Embankment Improvements
- Drainage improvements
- Culvert replacement and repair
- Roadside hardware
- Utility relocation
- Signage and striping
- Guardrail replacements and improvements
- Vegetation clearing and grubbing
What's Happening Now
The environmental document is being prepared and anticipated to be completed in fall 2026. Final design is expected to be completed in spring 2027, with construction expected to begin in summer 2027.
