The project will resurface Dimond Boulevard between Jewel Lake Road and the Seward Highway, Northern Lights Blvd between Forest Park Drive and Lake Otis Parkway, and Seward Highway between Tudor Road and 20th. The project may include drainage improvements, safety improvements, roadside hardware, ADA improvements, and utility work as necessary.
Anchorage Area Projects Combined Fact Sheets April 2026
A National Environmental Policy Act (NEPA) document has been completed and work is underway on preliminary design.
Construction is anticipated in 2026 or later, depending on availability of funding.
Anchorage Area Drainage Preservation Project
The Alaska Department of Transportation & Public Facilities (DOT&PF) is rehabilitating aging storm drain pipes along Dimond Boulevard and Seward Highway corridors using cured-in-place pipe (CIPP) lining. This project focuses on extending the life of existing drainage infrastructure while minimizing excavation and traffic disruption.
Many of Anchorage’s storm drain pipes were installed decades ago and are reaching the end of their service life. By lining these pipes now, DOT&PF can restore structural integrity and prevent failures before upcoming pavement preservation projects.
During construction, the public may see:
Most work occurs from existing manholes and inlets, which helps reduce the need for roadway excavation.
Project Fact Sheet April 2026
Cured-in-place pipe (CIPP) is a trenchless rehabilitation method that installs a resinsaturated liner inside an existing pipe. The liner is expanded and cured in place, forming a new structural pipe within the old one. This method allows DOT&PF to rehabilitate storm drain pipes without fully excavating the roadway.
Work will occur in Anchorage:
Seward Highway: Tudor Road to 20th Avenue
Dimond Boulevard: Jewel Lake Road to Seward Highway.

Dimond Boulevard Pavement Preservation Project
Due to deteriorated pavement condition, the State of Alaska Department of Transportation and Public Facilities (DOT&PF) proposes to resurface Dimond Boulevard from Seward Highway to Jewel Lake Road as part of the larger project Anchorage Area Roads Group A Pavement Preservation. This project would extend the service life of the roadway and reduce future maintenance costs. Key design features of this project may include:

Northern Lights Boulevard Pavement Preservation Project
The State of Alaska Department of Transportation and Public Facilities (DOT&PF) will resurface Northern Lights Boulevard from Lake Otis Parkway to Forest Park Drive as part of the larger project, Anchorage Area Roads Group A Pavement Preservation. This project's goal is to extend the service life of the road and restore it back to good condition. The project will tackle surface defects such as ruts or areas with high roughness, by resurfacing the existing roadway. Other work may include improvements to:
