DBE Goals Methodology & Public Consultation Meeting
The Alaska Department of Transportation & Public Facilities (DOT&PF) Civil Rights Office (CRO), in collaboration with the Alaska Marine Highway System (AMHS), invites partners, DBE firms, and stakeholders in the ferry, marine, transportation, and construction industries to participate in an upcoming public consultation meeting on the Disadvantaged Business Enterprise (DBE) Goal Methodology for the Tustumena Replacement Vessel (TRV) project for Federal Fiscal Years (FFY) 2026–2028.
As a recipient of Federal Transit Administration (FTA) funding, the State of Alaska is required to submit a DBE goal methodology. In partnership with AMHS and Siemens Energy, the CRO worked with Glosten — an AMHS consultant based in Seattle, WA—to develop this methodology in accordance with 49 CFR Part 26.45. The proposed methodology reflects a data-driven and inclusive process and complies with federal regulations by analyzing the number of DBE-certified firms that are ready, willing, and able to perform work on FTA-assisted contracts.
The proposed DBE participation goals for the TRV project are 2.46% for general vessel construction and 3.26% for Siemens Energy–related subcontracts as the Propulsion System Integrator. Both goals were developed using race-neutral means and reflect a commitment to inclusive contracting opportunities on this federally funded project, which will feature a diesel-electric propulsion system designed to enhance operational efficiency and sustainability.

The public consultation meeting will provide stakeholders with the opportunity to:
- Review and comment on the proposed DBE Goals and Methodology.
- Ask questions during the session with representatives from the CRO, AMHS, and Glosten.
- Ensure meaningful DBE involvement and transparent goal-setting for the TRV project.
