Mr. Binder formerly served as Deputy Commissioner with Alaska DOT&PF. He joined the DOT&PF team in 2013, overseeing the state's rural airports and was appointed Deputy Commissioner in January 2014. He oversaw the management of 237 airports, 2 international airports, Statewide Equipment Fleet, and Measurement Standards & Commercial Vehicle Compliance.

Mr. Binder entered the U.S. Air Force on May 29, 1991 upon graduation from the Air Force Academy. Retiring at the rank of Lieutenant Colonel, Mr. Binder is a command pilot with both fighter and trainer aircraft experience in the F-15C Eagle, T-38 Talon, and the T-6 Texan II. His career encompassed several key leadership positions including managing the Air Force's busiest airfield, directing installation safety programs, and directing operational and training flying programs. He is a combat veteran with service in Operations Southern Watch and Noble Eagle, with military decorations including the Meritorious Service Medal (4), the Air Medal, and numerous additional campaign and service recognition medals. He earned a Bachelor of Science degree in Astronautical Engineering, a Master of Science in Aeronautical Sciences from Embry-Riddle Aeronautical University, and a Master of Science in Space Systems from the Air Force Institute of Technology.

He and his wife Kia have four children and live in Anchorage.
