The City of Cordova and Alaska Department of Transportation and Public Facilities, in cooperation with the Alaska Division Office of the Federal Highway Administration propose to reconstruct 2nd Street located in Cordova, Alaska.

How was this Project Created?

The City of Cordova sponsored and submitted a nomination packet to DOT&PF supporting the design and construction of this project.

Scope

The scope of this project is to reconstruct 2nd Street between the Copper River Highway and Davis Avenue. Project improvements include constructing new sidewalks on each side of the road, improving ADA facilities, re-paving the road, drainage & storm drain improvements that include connecting private roof drains and basement sump pumps to the new storm drain piping, new street lighting, new signage, and relocating utilities.

Purpose

The purpose of this project is to improve safety by constructing continuous pedestrian facilities that meet current ADA standards and re-paving the street.

Need

The project is needed because existing pedestrian facilities are not ADA compliant. The existing road pavement is deteriorated, and the aging storm drain system needs to be replaced.

Existing Conditions

Existing sidewalks along the project corridor are not continuous and some areas have gaps where no sidewalk exists.

Multiple private roof drains and/or basement sump pumps discharge into the City's sewer system. The City incurs the unnecessary cost to treat this "clean" water that enters their sewer treatment plant before it can be discharged.

Project Challenges

Urban developed in this hilly narrow corridor makes coordinating the horizonal & vertical design to provide positive drainage while trying to meet ADA compliance is very complex, and in some areas is unattainable.

Project Impacts

Coordination with business and property owners is needed to minimize the following project impacts.

Access to residents and businesses along the project corridor will be provided as needed during construction, but direct access will be impacted at times.

The project is prohibited from covering the costs to reconfigure private roof drains and basement sump pumps to tie into the new storm drainage system. Unfortunately, these reconfiguration costs will need to be covered by the property owner. However, the project is allowed to cover the costs to provide storm drain connection points up to private property lines.
