National Highway System (NHS)

The NHS is an interconnected system of routes that serve important national functions, e.g., security, commerce, and travel. The NHS is comprised of Interstate and defense routes, other principal arterial routes, and routes connecting to major intermodal facilities such as airports, ports, and ferry terminals. With a few exceptions, all NHS routes in Alaska are owned by ADOT&PF. For more information on NHS, please see FHWA National Highway System.

Funding the NHS

NHPP (National Highway Performance Program)– In MAP-21 section 1106, Congress designated the NHPP to provide support for the condition and performance of the NHS, for the construction of new facilities on the NHS, and to ensure that investments of Federal-aid funds in highway construction are directed to support progress toward the achievement of performance targets established in a State’s asset management plan for the NHS. This funding code incorporates previous NHS, Intermodal (IM) and some Bridge (BR) fund codes. The federal funds ratio is 90.97%.

The Alaska Highway System (AHS) are roads and highways which link communities with each other and support economic development.  They ensure communities without National Highway System (NHS) routes are being served.  Examples of AHS roads can include roads to commerce centers such as mines, logging, Oil & Gas, Alaska Marine Highway System (AMHS) ferry terminals, or popular recreation spots.

As listed in 17 AAC 05.170(c) the AHS includes existing or planned surface facilities that are of statewide significance though not included in the National Highway System. The AHS specifically includes (1) marine vessels and facilities, including (A) Alaska Marine Highway System terminals and vessels that are not included in the National Highway System; and (B) terminals and vessels owned and operated by political subdivisions of the state that provide service between communities in the state.

State Highway System (SHS)

The State Highway System was put into effect in Alaska Statute AS.19.10.020.  The State Highway System (SHS) consists of roads that are constructed and / or managed by the State of Alaska DOT&PF.

As described in 17.AAC.05.010 the state highway system includes highway facilities that fall within one of the following program classifications:

(1) highways that are included within the National Highway System established under 23 U.S.C. 103;
(2) the highway elements of the Alaska Highway System under 17 AAC 05.170(c);
(3) highways and transportation-related facilities designated under 17 AAC 05.170(d) (Community Transportation Program) or 17 AAC 05.170(e) (Trails and Recreational Access for Alaska (TRAAK) Program).
