On January 14, 2025, the Federal Highway Administration (FHWA) terminated its 1983 Manufactured Products General Waiver, which excluded manufactured products from coverage under FHWA’s Buy America requirements, after determining the waiver was no longer appropriate (90 FR 2932) (Manufactured Products Final Rule). The Manufactured Products Final Rule also established standards regarding Buy America requirements applicable to manufactured products on Federal-aid projects and a phased schedule for implementing those standards.

New SR/WA: An intermediate elective course that can be applied towards the RWP certification.
Industry: An intermediate elective course that can be applied towards the Generalist pathway for the RWP certification and the Transportation pathway for the SR/WA designation.
Specialist: An intermediate required course for the R/W-RAC and R/W-URAC certifications.

Lee Hamre, SR/WA, R/W-RAC, R/W-URAC has worked in right of way since 1992 and has served as President and CEO at H.C. Peck and Associates, Inc. since 2003. During this time, she has provided comprehensive acquisition, relocation assistance and real estate project management services under the Uniform Act for transportation, affordable housing/community development and GSA projects throughout the U.S. Since 2004, Lee has acted as Real Estate Project Management Oversight Specialist for FTA funded projects nationwide providing technical assistance and ongoing review of projects’ regulatory compliance. Lee is a CLIMB certified instructor for all International Right of Way Association’s (IRWA) relocation courses and was the recipient of IRWA’s Frank C. Balfour Professional of the Year Award in 2006. She also served as IRWA’s International President from 2014-2015.
