Richardson Highway / Steese Expressway
Corridor Study Project Project No. 60799

The Alaska Department of Transportation and Public Facilities (ADOT&PF) is developing a Planning and Environmental Linkages (PEL) study for the Richardson Highway and Steese Expressway corridor. The study area begins at the Badger Road interchange and ends at the Chena Hot Springs Road interchange.

The Richardson Highway and Steese Expressway are major transportation facilities in the Fairbanks North Star Borough (FNSB). During the course of this study, the ADOT&PF evaluated the Richardson-Steese corridor through the Fairbanks urbanized area to identify safety and mobility deficiencies and determine the most effective solutions to address these deficiencies. The Planning and Environmental Linkages (PEL) process was used to incorporate public and agency input and environmental resource information in an effort to streamline future implementation. Ultimately, the final corridor will be broken into smaller project improvements that can be incorporated into the next Fairbanks Metropolitan Area Transportation (FMATS) Metropolitan Transportation Plan.

The PEL study process included:

  • Study traffic in the corridor
  • Identify corridor needs and deficiencies
  • Develop potential overall corridor concepts
  • Identify preliminary environmental impacts resulting from the corridor concepts
  • Evaluate corridor concepts
  • Propose a corridor concept for implementation


A draft report PDF file 30mb of the planning study is now available for public review. ADOT&PF will also be hosting an Open House on Wednesday, May 6, 2015, from 5-7 PM at the Noel Wien Library in Fairbanks. A presentation on the concepts will start at 5:30 PM, and project members will be available from 5-7 PM to answer your questions.

ADOT&PF will be accepting comments on the planning study and the preferred corridor concept through May 26, 2015.
