AKDOT ROW Participates
in Nationwide Meeting - Innovation
Domestic Scan
Scan (skan) v., 1. to examine the particulars
minutely; scrutinize; to observe sweepingly.
Sixteen
states including Alaska, various local agencies
attended the Federal Highway Administration's
first Right of Way Innovation Domestic Scan in
Baltimore Maryland, August 15 - 16, 2002. This
was an opportunity to share new ideas in Context
Sensitive Solutions, Access Management and Contractor
Management. Also included was a discussion of
the relocation assitance Pilot program approved
for use on the Woodrow Wilson Bridge Project.
The
peer-to-peer knowledge exhange assisted in the
dissemination of the most current information
and enhances AKDOT ROW's ability to efficiently
and effecively carry out our mission.

Context
Sensitive Design (CSD)
CSD
is the art of creating public works projects that
meet the needs of the users, the neighboring communities,
and the environment. It integrates projects into
the context or setting in a sensitve manner through
careful planning, consdieration of different perspectives,
and tailoring designs to particute project circumstances.

Access Management
Access management is the process of balancing
access for land developement while preserving
safe operation and mobility along the highway
system.
An
innovative approach to access management by the
Maryland State Highway Administration is to charge
the applicant for the break of controlled access
by valuing the land before access and then valuing
the land after access. The difference in value
can then be paid for by off setting the costs
of additional highway improvements required as
a result of the increased traffic volume.

Contract
Management
From
a public agency perspective, the use of consultants
for project scheudle demands result in certain
advantages and disadvantages.
PLUS
- Avoids
long-term permanent staffing for relatively
short-term high intensity workload
- Allows
selection of the most highly qualified and experienced
consultant for particularly unique workload
demands and wide range of skills and disciplines
- Using
a "General Engineering Consultant"
avoids the time-consuming multiplicity of formal
qualification-based consultant selection for
a series of individual technical areas
- Allows
a specific budget and schedule to be appoved
in advance for each consultant task
MINUS
- Requires
experienced public agency project managers to
assure that consultant performances and budget
objectives are achieved
- Limits
the possibilty of porviding unique professional
development opportunities and challenges to
internal public agency staff
- May
lead to the erosion of internal core competency
within a public agency staff.
As an example of Contract Mangement, the Woodrow
Wilson Bridge Project was presented. This enormous
project not only spanned the Potomic River, but
involved, the highway departments of Virgina (VDOT)
and Maryland (MSHA), as well as the FHWA, District
of Columbia, City of Alexandria and Fairfax County
Virgina, and Prince George's County Maryland.
The bridge replace includes the complete reconstruction
of nearly eight miles of the I-495 Capital Beltway
- including four major interchanges.
