Context Sensitive Design
(CSD)
CSD
is the art of creating public works projects that
meet the needs of the users, the neighboring communities,
and the environment. It integrates projects into
the context or setting in a sensitve manner through
careful planning, consdieration of different perspectives,
and tailoring designs to particute project circumstances.
Keys
to Success
CSD
requires an early and continous commitment to
public involvement, flexibilty in exploring new
solutions, and an openness to new ideas. Community
members play an important role in identifying
local and regional problems and solutions that
may better meet and balance the needs of all stateholders.

Access Management
Access management is the process of balancing
access for land developement while preserving
safe operation and mobility along the highway
system.
An
innovative approach to access management by the
Maryland State Highway Administration is to charge
the applicant for the break of controlled access
by valuing the land before access and then valuing
the land after access. The difference in value
can then be paid for by off setting the costs
of additional highway improvements required as
a result of the increased traffic volume.
More
The Scan group toured the Arundel Mills site off
of Maryland Route 100. This huge track of land
was developed as a major shopping center site.
Development included constuction two intersections
into the subject site, as well as major construction
of an interchange on to the Baltimore Washington
Parkway connecting to the mall's interior boulevard.
