Relocation and Property Management

2 commerical builiding acquired - all tenants relocated.One example of a select technical area of expertise demanded by the Wilson Bridge Project is the right-of-way appraisal, acquisition, relocation and property management component of the project. Over 100 parcels, including over 400 residential and 37 business relocations were included in the Virginia portion of the project. Appraisal and review was handled by the consultant with the final condemnation approval resting with the VDOT Project Manager.

Of particular concern was the timely acquisition and relocation of 330 apartment residencies and 10 businesses required to provide the western approach to the new Potomac River Bridge. An unique and innovative technique was developed and utilized by VDOT to successfully complete critical reallocations on schedule and create tenant goodwill.

Hunting TowerBecause of time constraints relocation efforts had to be compressed from 15 months to only 8 months. With the approval of the FHWA VDOT introduced an incentive program. In addition to the standard relocation benefits, if a family, individual, etc. move within 30 days of their letter of benefits they received a bonus of $4,000. If they moved with in 60 days the bonus totaled $2,000. After 60 days no bonus was offered. There were no exceptions to the time limit. The success of the relocation efforts were outstanding.

The scope of work subcontracted with Terra Corporation (Production Consultant) is to include but is not limited to

  • Providing and maintaining a separate, on-site Relocation Office during the critical phases of the relocation process
  • Responsible for the appraisals and negotiations in the acquisition of some 100 plus parcels
  • Responsible for the relocation of over 390 families and 37 businesses

The scope of work subcontracted with Parsons Brinkerhoff Facilities, Inc. included but is not limited to

  • Responsible for Property Management of the 2 office buildings (10 businesses), and oversight of the property Management of 3 Hunting Tower buildings (approximately 775 tenants) and 8 Terrace Apartment buildings (approximately 190 tenants)
  • Responsible for assuring appropriate levels of maintenance of buildings and grounds
  • Coordinating, supervising, and reviewing the work of Kay Communities, Inc. (Kay Communities is the Property Management firm contracted to oversee the daily operations of the remaining 2 Hunting Tower buildings (approximately 535 tenants) and 5 Terrace Apartment buildings (approximately 120 tenants)
    • Kay Communities, Inc., scope of work
      • Collecting rents and security deposits
      • Maintaining rent income and disbursement records and files for audit
      • Maintaining buildings and grounds
      • Responsible for maintenance staff
      • Providing, on a monthly basis, analysis of the current local Market Rent for the various type apartments, i.e., one-bedroom, two-bedroom, etc.
  • Coordination of adjacent construction to minimize the implications on the operation of the remaining Hunting Tower/Terrace Apartment complex
  • Developing and administering capital sustainment projects to optimize ongoing net revenue and ultimate resale value
  • Procuring future Property Management services for the remainder of the complex
