It outlines the current debate on the role of IVHS in reducing congestion in light of the argument that increasing capacity will induce more travel and offset any gains made in reducing traffic congestion and emissions. The report also discusses strategies designed to reduce emissions by encouraging mode shifts and plans designed to reduce pollution, such as inspection and maintenance (I&M) programs.
