Why This is Important
Administrative and engineering costs reduce the amount of overall funding available for physical construction of the needed improvements.

What's Being Done
Strict adherence to initial project scoping and subsequent Project Management Plan (PMP) approval will reduce the need to revisit completed design engineering and environmental work items.  Development of innovative professional services term contracts provide efficient contract mechanisms for delivery of specific services such as Foundation & Geotechnical Services, Mechanical & Electrical Engineering, Environmental Support Services, Surveying and Mapping, Constructability Reviews, and Right of Way Appraisal and Acquisitions.  It is anticipated that efficiency improvements will be offset by increased federal oversight requirements, permitting requirements, additional efforts to minimize public and business impacts during construction, and increased use of consultants for construction administration services.  

How We Measure It
Total project costs are examined to identify the engineering / administrative costs versus direct project costs such as construction contract, utility relocation agreement, royalty payments, right of way acquisition and relocation, on all projects that received construction contract final acceptance in a given federal fiscal year.  Total administrative/engineering costs are divided by the total project costs to arrive at the % admin/engineering.
